I literally googled this and still can’t figure out what exactly this profession does.

In order to develop a piece of land (build something in it) you need to know exactly what the property is in terms of dimensions and elevations. This is necessary in order to determine things like zoning setbacks from property lines, how changes in elevation affect the foundation and layout of building.
