Practically speaking, muscle memory is the ability to walk back into the gym after however many days/weeks/months of deload and then resume lifting to your same previous max rep within whatever reasonable amount of time.

Research published Russian Olympic weightlifting regiments in this regard. After the fall of the Soviet Union a lot of information became available to the West about Russian Olympic weightlifting trials. Their daily regiment focused a significant amount of time on mental training, nothing to do with weights.
