The IRS has a scheme for sending checks, used to send back refunds. They are using there latest tax database to calculate how much to send and then sending a check.

In this case, the IRS is tasked with doing it. Eligibility and direct deposit information is based on the 2019 tax return, or 2018 if you haven’t filed it yet. And if you miss out based on either of those years, you can still claim it on your 2020 tax return. In addition, payment is made based on people who are receiving Social Security/Railroad Retirement benefits.

This is all information the government already has. If you’re eligible for the stimulus payment but don’t normally have to file a return and don’t get SS/RR benefits, that means you need to file to get your money.
