What is the buck-passing account of value?

Basically the title. I haven’t found a Wikipedia page or any other source that has an easy explanation. As a casual reader, I’m getting super lost when they throw words like epistemological at me.

A buck passing account of value is an account of what it is for something to be good that claims that goodness is a higher order property that does not in and of it self give us reason to want a good thing but rather subsists on lower order properties that do give us reasons to want the good thing.

Sorry this is as eli5 as I can get it. Metaethics is not for the faint of heart.
