Like when Russia annexed Crimea, you see a lot of “condemning,” but what does it do?

There’s no inherent implication – the meaning is completely based on the context of the countries involved and their history with each other.

E.g., Russia invading and claiming Crimea would be judged against the fact that it had explicitly agreed to respect Ukrainian sovereignty over Crimea when Ukraine surrendered the nuclear weapons stationed in its territory by the Soviet Union after the latter’s collapse.
