What is the purpose of reversed typing on Windows and why it would ever need to be hotkeyed on CTRL+Shift?

A lot of writing systems write right to left. But they might write some things from left to right if it have been borrowed from left to write languages. For example if you write a western word in an Arabic text or even numerals. Even in the US it is not uncommon to write Hebrew but you would need a lot of left to write in order to write company names and numbers and such. So Windows and other operating systems have made it easy for people to switch typing direction even in the middle of a sentence as this is a very common thing to do for some people.
