I mean, the head has a ver similar length across humans, maybe also the neck (I know the neck with has significant variability), so which part of the body concentrates the most difference? Is it the torso or the legs, and if the legs, is it the femur o below the knees?

The legs, specifically the femur and tibia(thigh & shin bones). Studies show leg length in relation to overall height is greatly different between short and tall people, this shows tall people have proportionally longer legs.

The End of Averages looking at the work of Lt. Gilbert S. Daniels would question your premise: no one is average and the variations cannot be predicted.

The feet, shoe size is usually proportionate to height. Of course you always have exceptions to the rule but generally speaking the taller you are the bigger your feet.

The part that has the largest absolute difference are the Thighs. The femur is the longest bone it the body and is the largest difference when scaling up proportionally.
