What’s happening when the wind is blowing a lot but the clouds aren’t moving fast? Is it just wind happening lower to the ground?

The clouds can be thousands of feet in the air, and there are lots of layers of air between.

A lot of wind you feel is cool air sinking then spreading out when it hits the ground.

Think of the cloud as being a giant fan pointing straight down at the ground. It doesn’t have to move at all for you to still feel sideways wind.
