In the US, there are two official militias, the organized militia, and the unorganized militia. The organized militia is the National Guard, part time soldiers officially trained and sponsored by the government, who are expected to be the first line of defense should the government need to augment its military, or deploy troop internally to respond to emergencies, like national disasters. The unorganized militia is all able bodies between 17 and 55, who are not actively involved in the military or organized militia. They are subject to call if the nation needs them. They do not receive training or support from the government. They are merely a pool of bodies to draw on in times of need.

The people who run around with guns playing urban commando and calling themselves militia are mentally ill people who should have their guns taken away from them.
