I’ve been watching Money Heist and wondering what is the process of dubbing. Is it a simple direct translate or do they try and find phrases/words that are more suited? Some of it is so suited to their lip movements and I figured that it can’t just be a coincidence!

There isn’t “a process”.
Whoever is doing the dubbing has the creative freedom (subject to the approval of the work’s owner) to either do a direct word-for-word translation, or translate not just the words but account for regional/cultural differences etc, or even completely change the meaning and tone of the original, maybe to the point that it’s a whole different genre. Or anywhere between those options.
And they may do so with or without regard to the existing mouth movement, depending on how much effort they want to spend on it.
