Microwave heat food by vibrating water molecules in food and doing so also dries out the food so if you put pizza slice without water it will dries the water and make your pizza chewy like rubber and a cup of water placed along pizza slice absorb some microwave and not let your pizza slice dry out.

All it’s doing is slowing down the re-heating by absorbing some of the microwaves, giving more time for evaporation on the surface. You can get the same result by microwaving the pizza for 2x as long on 1/2 the power.
