When losing weight people say the first few pound are “water weight”. Where is this supposed water store and why would the body store extra water away somewhere?

You are something like 80% water. It’s the basic substance that makes up everything in your body. Losing water weight means you’re making your body have slightly less water in its cells. So as soon as you rehydrate you’ll just gain that weight back. It’s not true weight loss.
