When balancing radiators, why is the target between flow and return pipes 12 degrees?

If you have smaller, old-school single panel radiators then achieving this 12 degree difference is impossible on those.

efficiency is a balance between the flow rate and the cooling rate, they are inversely related.

if flow too fast, not enough time to cool.

if flow too slow, cools too much.

somebody that maths, crunches the data to find the best flow that also gets best cooling is where the drop is 10-12 deg
