Because to help you see in the dark your pupils open up to let in as much light as possible.
When a light is suddenly turned on your pupils are still wide open and so you’re suddenly blinded by all the light that is entering your eye.
You have to wait for your eyes to adjust to the amount of light by not only narrowing the pupil but wait for the overloaded retina cells to reset.
