It’s called a Moiré pattern. It’s when two grids (the grid of pixels in the camera and the grid of pixels on the tv screen) don’t quite line up.

The camera is trying to focus on each pixel on the screen but can’t successfully do it because the pixels are so small or too far away. Something like that, I don’t know what it’s called though.
