Who, or what, are the World Bank. When they announce funding or a package where does the money come from from?

It’s basically a bigger, world wide version of your local bank. It also has a policy-ish branch like the US Federal Reserve Bank, so it can do things like attempting fixing the economy.

The World Bank is a bank. The money they give out comes from investors. They sell bonds on the international bond market to raise the money loan out, and they earn interest as loans are repaid.
