Cuts tend to be relatively localized. The only nerves sensing pain are just where the knife, paper, scissors, etc cut you. Since those objects are usually very thin, not many nerves are sending out pain signals. That’s also why cuts from very sharp things are feel very little pain or not at all initially. Less nerves are affected by the trauma.
On the other hand, burns often cover a much larger area than a cut. As such, more nerves are sending out pain signals to the brain. More nerves affected = more pain.
