Why are ‘contains nicotine’ warnings allowed on vaping devices that contain no nicotine?

My vape clearomiser (with no e-liquid included) has the following warning prominently on the packaging: “This product contains nicotine which is a highly addictive substance”. Why is this not false advertising or mislabelling?

The FDA considers all vaporizers, e-cigs, etc. to be “non-combustible tobacco products” and mandates that they all carry the nicotine warning.

It’s a little weird to me that you’re considering a warning to be “false advertising”.
