Why are single-use plastics considered bad for the environment if they are incinerated?

In countries that incinerate their waste and control the emissions, why are these plastics still considered bad for the environment?

When the plastic is incinerated it releases chemicals into the atmosphere, which causes more of a breakdown to the ozone layer.. we want to keep our earth condom intact, otherwise the sun sperms get through.
