Flexible pavement (asphalt) is cheap to install and repair.. but requires many sub courses to install. Asphalt is also linked to the price of petroleum so there are times it is cheaper to do concrete. Rigid pavement (concrete) is more strong and durable and only requires one subcourse but if it’s admixtures are not done correctly it will not cure to strength.

Concrete is going to handle heavier loads due to the way it distributes the load.

To directly answer your question.. as with anything in the construction industry.. it comes down to money. Asphalt is generally much less expensive.
