Because they can be, and they are adapted so they don’t need to be fast. Instead of running away from predators they have shells that make it difficult for a predator to harm them. They are also heavy and bulky which makes movement difficult so given they don’t need to move much of the time they don’t.

Since they rely on armor instead of evasion, they can have slow metabolisms that allow them to make the most of limited food supplies
