Bullets need to be partially structurally rigid. They have to deform enough to make a tight gas seal in the barrel, but not so much that it is too tight and jams, possibly blowing up the gun. The bullets also have to have enough lubricity to move as quickly down the barrel as possible, to gain velocity, since that’s part of what causes the bullet to be effective in the first place. An all rubber bullet would just keep deforming and stick to the barrel, robbing it of speed.
