Why aren’t rubber bullets completely made from rubber? Wouldn’t it be cheaper to make them without the metal center?

Rubber is actually fairly expensive, and depending on the type of metal, it’s probably actually cheaper to have a rubber coated bullet. And for a rubber bullet to move through the action of the firearm, it needs the structure. The rubber would need to be very hard to cycle properly, possibly making them more dangerous
