Why aren’t there any angler fish closer to the surface?

probably because thats the only place where that method is useful. in water where you can see its obvious that theres a giant fish mouth right next to the lure making it useless anywhere with light.

There are angler fish close to the surface! They are commonly called [frogfish](https://en.m.wikipedia.org/wiki/Frogfish) and they use camouflage and brightly colored lures to ambush prey like their deep sea relatives.

I don’t think their are any laws they have to follow since they are just fish but who knows nowadays.
