why aren’t there giant canines in the way that there are lions, tigers, cheetahs etc.?

You are describing wolves- they are huge canines in the same way that lions are huge cats. Maybe not to the same degree, but still way way bigger than the average domesticated dog
The order Carnivora is divided into Feliformes and Caniformes, and the latter includes bears; close enough?
