why at 9pm parking lot shows damp spots where cars were parked but the surrounding area is dry?

Let’s first assume all of the ground started-ups as wet and then it dried up except for where the cars were. That can be explained because the sun had was up and heated up the ground so the water evaporated, the car will block sunlight and as a result, it is cooler below it and the water does not evaporate. The car will also reduce the air circulation below it so even if there is no sunlight that can reduce evaporation rates below cars.

If there was no wet ground the water can be a result of condensation from the AC of the car that leaks down and makes the ground wet.

If you drive a car in the rain you will get water all over it and can transport it to a location where it did not rain where it drips down on the ground.

It can also be leakage for coolant or oil from the car.

So what is the reason will depend on what occurred before that and a more definitive answer is possible if you post them. There might be some other reason for a damp spot under a car too that I missed.
