why can some electronics function while being charged, like cell phones. But other electronics can’t, like razors or toys?

Some are done for safety reasons….for example, at least some dry electric razors can be used while being charged. However, electric razors capable of wet use cannot, to dissuade people from attempting to use them in the shower while plugged into a live electrical outlet.

Because it’s more complicated to build a device that can do both.

To change a traditional battery, you basically use the electric from the wall to force the chemical reaction in the battery that produces electricity to run in reverse, resetting the battery.

So if you have a simple battery, you can’t both run current through it one way to charge the battery, and run current through it the other way to drive the electronics like the battery discharging.

But you can build a more complex set up that allows the current from the all to recharge the battery AND go around the battery to run the electronic at the same time, it’s just more complicated/expensive, so some items don’t have it because it saves money and isn’t deemed necessary.
