Why can VLC Media increase my pc’s volume to 200% while a movie, but my pc can only increase to 100% during regular use?

It can’t make the volume of your speakers louder than the maximum they can output, but it can make a recording that is low volume, higher volume, it’s 200% the volume of the recording, but not 200% output volume
If you take a file that already has very loud music, it will sound bad because the volume of the recording can’t go above 100% output volume, so it gets cut off
