Why can’t we create food out of water and sunlight like plants?

We (as in human society) do that by cultivating plants. We (as in the human bodies) do not, because they lack the necessary parts.

Generating glucose from water, co2 and sunlight doesn’t really produce a whole lot of energy. That is fine for plants because they don’t really use a whole lot of energy. All plants really need to do is grow and reproduce – they don’t need to regulate their core temperature, they don’t need to push air in and out of their body to breathe, they don’t have nerves to send signals all over their bodies and they don’t need to move. They just grow where their seed lands then procreate.

Animals need a lot more energy to grow. It takes a plant months to produce enough calories for a single person for one meal. While we do have the ability to generate glucose in the same manner plants do it’s just easier and more efficient to let the plants do it then harvest the plants.
