why cant you remove the belly button after the umbrella(umbilical) cord is removed?

Because the navel (belly button) is the scar from where the umbilical cord was attached. You can’t magically make a scar disappear. If you try to remove it surgically, you’ll just have another, different looking scar in the same place.
