Think of it as a car trip. The writer makes a map of getting from point A to point B, with some suggestions on routes and cool things along the way. The director would decide what hotels to stay at, what tourist traps to visit, and how long you drive each day. Who gets more credit if the trips turns out to be great or horrible?

Writers are important for sure, but the director is at the table for every part of the process. They are in charge of making sure that a powerful script is translated well to a broad audience in a completely different medium, which is not an easy feat.

Why does CEO Of a company get more credit than COO?

The director manages the coordination between all the different aspects. Writing is one of the aspects. Once the script is there, how and where to shoot. In what order. What music to put etc. are all different aspects done by different people.

The director coordinates between these different aspects. And helps in successful completion of the film.
