Why do advertisements in online news articles on mobile phones cut off portions of the article’s paragraphs that appear below the advertisements? Why does the formatting do that now?

I get what you are saying. It just seems weird that even after the whole article viewed including the ads, the top parts of paragraphs continuento be cut off below the ads.
