Because the heat hasn’t left the burn site yet, like how if you put a spoon in some boiling water, it would still be hot even after being taken out

It depends on the severity of the burn but it’s generally some combination of the tissue still being hot and some tissue damage caused by the heat which is sending signals of pain to your brain.

because your tissue was heated and that heat needs to dissipate. it’s like if you heat up a hot pan, and turn off the stove. the pan is still going to be hot for a while.

how long it takes to dissipate depends on the thermal conductivity. your fat/skin/outer body layers are thermal insulators meaning that they prevent heat from escaping. so it takes longer for that heat to dissipate.
