Migrating is easier if you are an animals that can easily cover large distances.

Birds fly. Frogs jump.

For a frog traveling intercontinental distance just wouldn’t be feasible.

Also birds have a very fast metabolism and little fat in order to be able to fly, they couldn’t do the bear trick or just getting fat and holing up somewhere or the frog trick of freezing or even the trick of their close cousin the crocodileans where they go into brumation.
