Because we only have nerves that sense temperature and we mistake that for what we think is the sensation of something wet, but we dont actually have any nerves that can sense liquid, its actually just a change in temperature that we are feeling

We have no sensors to feel “wet”
We feel wet based upon the touch sensation combined with a certain amount of heat loss. Cold objects that give the right touch will trigger the same feel
