They don’t, that’s a movie thing.  People can sometimes have drooling/gurgling if they’re too sleepy to manage their saliva.  There are a few poisons that can cause increased salivation, but those are not things you’d be likely to get in recreational drugs.

The dramatic foaming and bubbling at the mouth is mostly a visual thing done for TV and movies so the viewer knows right away that someone was poisoned.
