Air pockets in the dumpling expand with water vapor as the dumpling cooks, making the dumpling less dense than the water around it. If it’s hot enough for water to boil, the rest of the dumpling will be cooked.

So if you had an imaginary balloon with water in it and cooked it, the water turns to gas and expands and would cause the balloon to float.
