Why do emergency vehicles only seem to use cheap dash-cam that skip frames?

Because they have structured gov contracts so that the cheapest bid is accepted and not the correct bid…SO, they pay a lot for shit equipment instead of paying a little more for the correct equipment.
Because they are mostly old as hell and agencies never want to spend money to replace stuff that (technically) still works.
