Why do genital size vary wildly from person to person despite most other body parts being roughly the same proportions as everyone else?

One of the answers is likely, that it doesn’t matter at all for sexual reproduction and therefore evolution gave the possibility that small penile owners could exist. Also, it depends on the body, it would be wierd if my 2meters was paired with ex small feet
