Cheetos are deliberately packaged with more cheese powder (cheetle) than is necessary for flavouring the cheeto. This is because, to quote the manufacturers, “the orange fingers are part of the Cheeto Experience”.

the cheetle sticks to the cheeto’s because the powder is dry, and contains dried cheese powder, and is manufactured and designed to stick to the oil on the freshly fried/baked cheeto. they then add an additional amount of cheetle, and package the whole thing.. so that when you grab one, the excess cheetle sticks to the oil on your fingers, and stains everything red/orange.

tl;dr they’re designed to stain your fingers as part of the experience.
