Why do job applications in the U.S. always separate “Hispanic or Latino” from everyone else in the ethnic background section?

Hispanic/Latino heritage overlaps skin color, as there are White, Mestizo, and Black Hispanics. They are a separate ethnic group that the US measures in the census, and they have unique issues with racism and discrimination, so Hispanic/Latino is separated out from the other questions to help with measurements and statistics.
