Why do newer gaming consoles not have long startups like they did 15-20 years ago?

As other answers have said, current machines are just faster, and they have suspend/sleep options rather than having to boot up from cold every time.
That said though, the consoles of 25-30 years ago were faster still. Because the game code operated straight out of ROM, you plugged the cartridge in, switched on, and the game was running. Immediately. No loading times at all.
