Why do newer gaming consoles not have long startups like they did 15-20 years ago?

A lot of times the new ones never really turn off, they just go into a suspended sleep / hibernation mode so the data’s all there and ready to be loaded as soon as you hit the On button. Older consoles actually turned off and would then have to boot up, load the operating system, etc.
