CRT monitors were literally drawn from top to bottom over and over again many times per second. If you recorded with a frame rate slower than they drew on the screen you saw the drawing happening, but it was too fast for the human eye.

Current monitors don’t do that. Individual pixels are controlled so the screen isn’t refreshing like that.
