why do pictures of computer screens have those dark lines on them?

Every time I take a picture of my computer screen with my phone, the screen in the picture has these shadowy vertical lines spaced out on the screen. Why that is?

Your camera is much faster than your eyeballs.

Your computer is constantly redrawing the screen (“refresh”) but it does it so fast that you can’t see it, it just blurs out in your vision the same way you don’t see a movie as a bunch of individual still pictures.

Your camera, on the other hand, is fast enough and doesn’t have lag like your eyeballs so it captures the fact that parts of your screen are in the middle of being redrawn.

Screens have a refresh rate so even though you can’t see it they are constantly refreshing what is on screen so when you take a picture you are seeing it mid-refresh.

Can you show an example? It could either be a issue with the framerate as the others have suggested or something called the Moire Effect.
