Holy crap my mom is an amateur bird enthusiast I actually know this one!

Pidgeons and doves both lack the ability to make loud, warning noises to alert their fellow bird friends of danger. To get past this, their wing tips actually whistle when air rushes past them. The noise you hear comes from their wings, not their vocals.
