The FDA requires that specific language on a product which advertises itself as being one flavor but also has other, unlabeled flavors in it as well.

So for example, I’m a food manufacturer and I make a product labeled “Lime Soda”. While the flavor in the drink is primarily natural lime flavoring, I also use natural grape and strawberry flavoring in it as well – even though I don’t include those on the label.

Because I have a listed flavor (lime) and two unlisted flavors (grape and strawberry), the FDA requires me to use the “natural flavors with other natural flavors” language.

This only applies to natural flavors. If I use artificial flavors then I can just say that the product contains “artificial flavors”.
