What you are most likely describing is traditional Muslim head coverings.

Muslim women are expected to wear such coverings in public in the presence of any males outside of their own immediate family. It’s considered an act of modesty in the same manner as Western people are expected to wear underwear and not show cleavage, etc

The type and style of head covering varies, and is often mandated by religious leaders.

The use of Muslim head scarves does draw controversy in Western culture because in Muslim cultures wearing head scarfs of different varieties is mandated by the religion, and often by extension the state. Therefore wearing one is a legal requirement, and can be considered oppressive.

In India however traditional head scarfs and veils are part of traditional dress, but not mandated.

Like with all clothing it can also be a fashion statement, depending on how strictly enforced the religious laws in that nation.
