They are LED headlights, LEDs flicker at such a high rate that we don’t notice. Videos record at x frames a second. Because of the recording at a specific frames per second you will notice the flickering in the video. Different videos record at different frame rates, usually between 20 to 30 or even more per second you may notice it more or less on different videos.
