Why do some irons (for ironing clothes) need water before they get hot?

You can actually use a steam iron without putting water in. It just won’t release any steam while ironing. The conventional wisdom is that clothes iron better with steam irons than just using a dry iron.
Water can in some cases prevent overheating, boiling water has a set temperature and won’t get any hotter. That’s like with electric kettles, if you turn it on when it is empty, it will get extremely hot and will be damaged as a result. Some better models can turn themselves off to prevent this scenario from happening, but not all of them.
